Here’s what I reckon. There is a sprung, hinged arrow hidden within the target behind the bit of Mr. Robot Rami Malek shirt. He threads the ring onto it right at the start. There is a sprung cutter inside the board holding the apple (look how clean the cut is). The whole laser bit is to get you watching him. When he releases the (fake?) arrow it flicks into the bow shaft and is hidden, remotely triggering the board cutter to slice the apple and the target-arrow with the ring to flick up.
